2020 Legislation

HB 11 — Blood Alcohol Limit Amendments: amends the Workers’ Compensation Act regarding an employee’s blood or breath alcohol concentration.

HB 12S2 — Abusive Conduct Reporting Amendments: addresses abusive conduct among state government employees, requiring an investigation if an abusive conduct complaint is made.

HB 15 — Labor Commission Amendments: amends the Utah Labor Code in regard to the Workers’ Compensation Advisory Council and the Labor Commission Appeals Board.

HB 22 — Utah Retirement Systems Amendments: modifies the Utah State Retirement and Insurance Benefit Act by amending retirement and insurance provisions.

HB 63 — Workers Compensation Coverage Amendments: allows, under certain circumstances, certain companies to exclude as many as three minor employees from workers’ compensation coverage under certain circumstances.

HB 68S1 — Apprenticeship and Work-Based Learning Amendments: allows the Talent Ready Utah Center to award funding for apprenticeship and work-based learning programs, subject to legislative appropriation.

HB 141 — Educator Salary Incentive Program Amendments:  amends provisions regarding educator salaries and incentives.

HB 173 — Firefighter Retirement Amendments: modifies the Utah State Retirement and Insurance Benefit Act by amending retirement eligibility provisions for firefighters.

HB 225 — Phased Retirement Amendments: modifies the phased retirement provisions of the Utah State Retirement and Insurance Benefit Act.

HB 264 — Infant at Work Pilot Program: establishes the Infant at Work Pilot Program for eligible employees of the Department of Health.

HB 293 — Longevity Amendments: exempts legislative employees from longevity salary increases.

S.B. 12 — Veterans Preference in Private Employment: provides that private employers providing a veterans preference may extend that preference to a veteran’s spouse.

SB 24 — Utah Works Program Amendments: modifies the Utah Works Program within the Talent Ready Utah Center.

SB 96 — Emerging Technology Talent Initiative: creates a deep technology talent initiative within higher education allowing an institution of higher education to partner with one or more participating
employers.

SB 142 — Deliver Driver Age Requirements: amends requirements for employment as a transportation network driver.

SB 195 — Background Checks for Minor Employees: provides an exception to certain background check requirements for people less than 18 years old.

SB 217 — State Retirement Amendments: provides that, under certain circumstances, reemployment as a part-time board member is not subject to postretirement reemployment restrictions.
